This represented the county's first land use plan
since 2008, nearly 20 years later, reflecting changing county dynamics. He emphasized that Mebane was
Orange County's smallest municipality by population but fastest growing, at nearly 10% annually,
compared to Chapel Hill's approximately 5%growth rate.
Cy Stober noted that the county had completed two public engagement windows,in October 2023
and September 2024,which informed a drafted plan presented to commissioners in March 2025. However,
the commissioners requested additional information on provocative ideas in the plan, including
community septic systems and the county's 13 different water supply watersheds. Phases four and five are
paused while staff addressed 17 different topics over the past year.
Slide#3
tVision
Continue to Protect Critical
Watershed Areas and Open
Spaces and Preserve
Agricultural Lands
r SUSTAINABLECULTIVATE
DEVELOPMENT
OpportunitiesAdvance Implement
DevelopmentI Attainable,Equitable Transportation
Housing and Systems and Economu&,
Employment
Initiatives A
