This represented the county's first land use plan <br /> since 2008, nearly 20 years later, reflecting changing county dynamics. He emphasized that Mebane was <br /> Orange County's smallest municipality by population but fastest growing, at nearly 10% annually, <br /> compared to Chapel Hill's approximately 5%growth rate. <br /> Cy Stober noted that the county had completed two public engagement windows,in October 2023 <br /> and September 2024,which informed a drafted plan presented to commissioners in March 2025. However, <br /> the commissioners requested additional information on provocative ideas in the plan, including <br /> community septic systems and the county's 13 different water supply watersheds.
