20 <br /> through enforcement operations, stopping vehicles to inventory cargo and using that data to project <br /> assumptions about other traffic,though this wasn't an exact science. <br /> Jonathan White thanked Kirby Saunders for considering these factors ahead of time. <br /> Councilmember Sean Ewing asked if this could also benefit residents in Eastern Alamance. <br /> Kirby Saunders said Orange County generally doesn't turn anyone away from shelters or warming <br /> centers and doesn't check county residency.
