The city established a community advisory <br /> committee and involved the public throughout approximately a year of drafting.She said the planning area <br /> was based on Mebane's long-range utility plan, which the city council had accepted in July 2024. This <br /> represented an expanded area from the 2017 plan, showing where utilities could potentially be extended <br /> rather than where they currently existed. Ashley Ownbey noted that the city limits had changed since <br /> planning efforts began in September 2024, and she highlighted the extraterritorial jurisdiction shown in <br /> green on the map. <br />
