1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 21, 2026 <br /> Action Agenda <br /> Item No. 8-j <br /> SUBJECT: Designating an Acting County Manager During the County Manager's Temporary <br /> Absence <br /> DEPARTMENT: County Manager's Office <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Memorandum to the Clerk Designating Travis Myren, 919-245-2308 <br /> Caitlin Fenhagen as Acting County <br /> Manager <br /> PURPOSE: To approve the County Manager's appointment of Caitlin Fenhagen, Deputy County <br /> Manager, to serve as Acting County Manager during the County Manager's temporary absence <br /> or disability. <br /> BACKGROUND: North Carolina General Statutes require the County Manager to file a letter <br /> with the Clerk to the Board of Commissioners designating an Acting County Manager during the <br /> County Manager's temporary absence or disability. This designation is accomplished by issuing <br /> a letter to the Clerk and is subject to the approval of the Board of Commissioners: <br /> § 153A-83. Acting county manager. By letter filed with the clerk, the manager may designate, subject to the <br /> approval of the board of commissioners, a qualified person to exercise the powers and perform the duties <br /> of manager during the manager's temporary absence or disability. During an absence or disability, the <br /> board may revoke the designation at any time and appoint another person to serve until the manager <br /> returns or his disability ceases. (1973, c. 822, s. 1.) <br /> The attached letter to the Clerk designates Caitlin Fenhagen, Deputy County Manager, to serve <br /> as the Acting County Manager during the County Manager's temporary absence or disability. <br /> This designation will allow Ms. Fenhagen to exercise the full scope of the County Manager's <br /> duties during the Manager's absence and, thereby, ensure continuity of operations. <br /> FINANCIAL IMPACT: The appointment of an Acting County Manager does not have a financial <br /> impact. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • MISSION STATEMENT — Orange County is a visionary leader in providing governmental <br /> services valued by our community, beyond those required by law, in an equitable, <br /> sustainable, innovative, and efficient way. <br /> • VISION STATEMENT — We are a diverse, inclusive, and healthy county working together <br /> to strengthen our community and enhance the quality of life for all residents. <br /> RECOMMENDATION(S): The Manager recommends the Board approve the appointment of <br /> Caitlin Fenhagen, Deputy County Manager, to serve as Acting County Manager during the <br /> County Manager's temporary absence or disability. <br />
