She said the federal government only requires 30 years for <br /> 3 affordability terms. She said Orange County non-profits make a commitment to holding <br /> 4 properties for 99 years. <br /> 5 Commissioner Carter said community septic and well systems have limitations and <br /> 6 drawbacks, and Orange County soils are difficult to combine with septic in many cases. <br /> 7 Kimberly Sanchez asked if changing WASMPBA boundaries is a possibility. <br /> 8 Chair Hamilton said the land use plan will be created with those policies in mind. She said <br /> 9 it will likely need to be a living document to accommodate changes to agreements or policies. <br /> 10 Kimberly Sanchez said that made sense. She said this is a very popular place to live, and <br /> 11 they can't know now what innovations might come up for soil and water issues. <br /> 12 Commissioner Bedford said the land use plan will be created to comply with existing <br /> 13 policies. She said the county could simultaneously target changes to those agreements with other <br /> 14 partners. <br /> 15 Chair Hamilton said that there will need to be a lot of community education and <br /> 16 engagement on potential changes to policies or agreements. <br /> 17 Commissioner McKee said he doesn't think there's any possibility of changes to urban <br /> 18 boundaries. <br /> 19 Delores Bailey said there are not enough retirement centers in the county or places for <br /> 20 those with disabilities or who have aged out of the adoption program to go. She said that's an <br /> 21 important part of the housing conversation. <br /> 22 Commissioner Greene said that the county recently expanded WASMPBA. <br /> 23 Ian Scott asked if tax increment financing is a possible method for increasing affordable <br /> 24 housing opportunities. He gave an example of the area in the recent WASMPBA expansion, which <br /> 25 has not developed due to questions of financing. He said that there is a revolving loan fund for <br /> 26 the Town of Chapel Hill. He said the Chamber is exploring employer housing assistance programs <br /> 27 with larger companies. <br /> 28 Chair Hamilton noted the fiscal pressures of the county and the struggle to provide <br /> 29 mandatory services.
