This represented the county's first land use plan <br /> 5 since 2008, nearly 20 years later, reflecting changing county dynamics. He emphasized that Mebane was <br /> 6 Orange County's smallest municipality by population but fastest growing, at nearly 10% annually, <br /> 7 compared to Chapel Hill's approximately 5%growth rate. <br /> 8 Cy Stober noted that the county had completed two public engagement windows, in October <br /> 9 2023 and September 2024, which informed a drafted plan presented to commissioners in March 2025. <br /> 10 However, the commissioners requested additional information on provocative ideas in the plan, <br /> 11 including community septic systems and the county's 13 different water supply watersheds.
