OWASA <br /> 4 worked collaboratively with Chapel Hill to develop a concept plan for sewer service in the recently <br /> 5 expanded service area along Highway 15-501. He said a draft reimbursement policy was under <br /> 6 board consideration to address situations where developers extend utilities past multiple <br /> 7 properties but bear full costs without reimbursement when others connect later. He said OWASA <br /> 8 held feedback sessions with the development community to improve communications and plan <br /> 9 review processes, and planned to update the sewer system hydraulic model in coordination with <br /> 10 towns, county, and UNC. <br /> 11 Commissioner Bedford asked for clarification on the sewer system hydraulic model. <br /> 12 Todd Taylor explained the model helps determine pipe capacity and upgrade needs when <br /> 13 developers propose projects. <br /> 14 Commissioner Carter asked about the model's implications for understanding future <br /> 15 system capacity. <br /> 16 Todd Taylor explained the updated model would enable quick analysis of proposed <br /> 17 developments and identification of needed system upgrades or restrictions. <br /> 18 <br /> 19 <br />
