21
1 Slide #36
HOUSING IN OMNGE COUNTY
How About Urban Growth Boundaries?
Orange County maintains a rural ❑
buffer zone surrounding Chapel ❑
Hill and Carrboro that acts as an
urban growth boundary.
Classically, we would expect: ❑ ❑
■ New development on the
outside edge, increasing EFF-
transportation times and costs. ❑ ❑
■ Higher housing prices in the ❑ ❑
core,reducing affordability.
U R R A N- I N i T I T Y T 1
2
3 Commissioner Greene referenced research on Portland's urban growth boundary, which
4 found that contrary to common claims, housing price growth in Portland wasn't unusual for a
5 western city experiencing economic expansion. She said that both Denver and Salt Lake City
6 without growth boundaries experienced similar price increases during the 1990s.
7 Yonah Freemark is a great example for preserving agricultural and natural spaces, and
8 reducing segregation. He said that Orange County is not an island and that may be why there is
9 development in Chatham County, because growth is constrained only within Orange County. He
10 said that the county cannot act alone.
11
12 Slide#37
Implications and Opportunities for
Orange County
37
13
14
