11 <br /> 1 Commissioner Carter asked how much of the growth in multi-family housing in Wake <br /> 2 County occurred in unincorporated areas where they presumably lack water and sewer capacity. <br /> 3 Yonah Freemark said most of the growth occurred in municipalities, but it's been made <br /> 4 possible by aggressive annexation policies. He said those municipalities associate annexation <br /> 5 process with provision of urban services. <br /> 6 Commissioner Carter said Chair Hamilton's point of"who pays" is a central question. <br /> 7 Yonah Freemark said it's common to impose impact fees if you can justify it. <br /> 8 Commissioner Greene said the General Assembly would not be in favor of impact fees. <br /> 9 She said that the WASMPBA requires that developers pay. She said she'd like to see the capacity <br /> 10 report done by Chapel Hill. She said she had a needs analysis report that said Chapel Hill needs <br /> 11 to increase housing production of all types by 35%. She said Hillsborough is doing the same, and <br /> 12 Carrboro has two transition areas that are designated for housing.
