These utilities were originally <br /> 6 constructed by Orange County using federal grants and Article 46 tax funds and are now owned <br /> 7 and operated by City of Mebane. The city established a community advisory <br /> 17 committee and involved the public throughout approximately a year of drafting. She said the planning <br /> 18 area was based on Mebane's long-range utility plan, which the city council had accepted in July 2024. <br /> 19 This represented an expanded area from the 2017 plan, showing where utilities could potentially be <br /> 20 extended rather than where they currently existed. Ashley Ownbey noted that the city limits had <br /> 21 changed since planning efforts began in September 2024, and she highlighted the extraterritorial <br /> 22 jurisdiction shown in green on the map. <br /> 23 <br /> 24 <br />
