These utilities were originally
6 constructed by Orange County using federal grants and Article 46 tax funds and are now owned
7 and operated by City of Mebane. Mebane's connection policies require that a petition for
8 voluntary annexation be filed with the City in order to receive municipal water and sewer
9 service, often placing newer developments within the City's zoning authority.
10
11 Ashley Ownbey, City of Mebane Development Director, began the following presentation:
12
13 Slide#1
Ell
The Planning Area
r1 " Mebane Corporate Limits
Mebane Extraterritorial Jurisdiction
70 "
Area of Interest for the Comprehensive Plan
40 8 11 5 - Full Planning Area for the Comprehensive Plan
Water Bodies
Major Road/Streets in and Around Mebane
J.
14
15 Ashley Ownbey said that Mebane started the process of adopting a new comprehensive plan in
16 July 2024, updating their previous plan from May 2017. The city established a community advisory
17 committee and involved the public throughout approximately a year of drafting. She said the planning
18 area was based on Mebane's long-range utility plan, which the city council had accepted in July 2024.
19 This represented an expanded area from the 2017 plan, showing where utilities could potentially be
20 extended rather than where they currently existed. Ashley Ownbey noted that the city limits had
21 changed since planning efforts began in September 2024, and she highlighted the extraterritorial
22 jurisdiction shown in green on the map.
23
24
