9
1 traditional one-acre lots to half-acre or smaller lots while doubling or tripling open space and agricultural
2 land protection. Stober acknowledged this was "a tough trade off' and "a tough question" for
3 commissioners and the public, involving the same net stormwater impacts, density, and school demand
4 but with more open space protection.
5 Cy Stober posed the question to the Mebane City Council: is this the type of growth you want to
6 see around the city?
7
8 Slide#10
All
r -
Uses the Highest and ^g
Higher priority areas
identified in the Eno-
New Hope Landscape 19
Conservation Plan
Al
9 1
10 Katie Burkholder asked if conservation subdivisions are being used in other areas of the state
11 and across the country.
12 Cy Stober offered to share a 150-slide presentation with examples from Randall Arendt, author
13 of "Rural by Design," who spoke to the Board about conservation subdivisions and related wastewater
14 treatment considerations. He noted that the most useful examples came from the Midwest, New
15 England, and Mid-Atlantic regions rather than west of the Mississippi River. He mentioned examples in
16 North Carolina from Chatham and Durham counties, with Hard Scrabble Plantation being a notable
17 Durham example.
18 Councilmember Sean Ewing asked about the municipal transition areas on the map.
19 Cy Stober said those areas are specific to the Joint Planning Agreement (JPA) with Carrboro and
20 Chapel Hill, related to the rural buffer and Carrboro's infill goals.
21 Councilmember Jonathan White asked about countywide growth trends.
22 Cy Stober said Mebane constitutes just under 20%, Chapel Hill 60%, Hillsborough is 15-20%, and
23 Carrboro 2%. He said Mebane represents single-family housing approvals, whereas multifamily housing
24 is dominant in Chapel Hill/Carrboro.
25 Vice-Chair Fowler asked if Mebane City Council has any comments.
26 Mayor Hooks described a recent development that seemed similar to a conservation subdivision
27 that the Mebane City Council denied because the surrounding neighbors wanted larger lots. He asked for
28 clarification on whether the Board would like to see more dense development.
