OWASA
worked collaboratively with Chapel Hill to develop a concept plan for sewer service in the recently
expanded service area along Highway 15-501. He said a draft reimbursement policy was under
board consideration to address situations where developers extend utilities past multiple
properties but bear full costs without reimbursement when others connect later. He said OWASA
held feedback sessions with the development community to improve communications and plan
review processes, and planned to update the sewer system hydraulic model in coordination with
towns, county, and UNC.
Commissioner Bedford asked for clarification on the sewer system hydraulic model.
Todd Taylor explained the model helps determine pipe capacity and upgrade needs when
developers propose projects.
Commissioner Carter asked about the model's implications for understanding future
system capacity.
Todd Taylor explained the updated model would enable quick analysis of proposed
developments and identification of needed system upgrades or restrictions.
