How Public Input Shaped the Plan
Public input played a central role in shaping the Trails Plan. Insights from the visioning process—especially the
recurring themes of safety, access to nature, connectivity between towns, and accessibility for all ages—were
translated directly into the plan's vision statement and guiding principles, which now serve as the foundation
for evaluating proposed trail segments and the implementation approach. The priority connections drawn
by visioning participants, paired with the key community destinations they identified, created clear clusters
of parks, preserves, facilities, and gathering spaces, and informed how the proposed connected county trail
network is organized to make connections meaningful. Feedback gathered during the fall open houses and
draft network survey guided refinements to trail segments and helped confirm which corridors had the most
community support. The survey also provided the most comprehensive dataset for prioritization; its rankings
were weighted most heavily in the segment scoring framework, ensuring that top projects reflect both public
preference and technical feasibility (see Section 04: Evaluation & Recommendations for more details on this
scoring process.
Together, the draft network, guiding principles, and prioritized segment list represent a comprehensive
synthesis of what residents said they value and what existing conditions make possible, creating an Orange
County Trails Plan grounded in the community vision.
Inputs Inputs Inputs Inputs
What we heard What we heard What we heard What we heard
... . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . ... . . . . . . . . . . . .
r r
Insights Insights
What it means&why it matters What it means &why it matters
. . . . . . . . . . . . . . . . . 0
GuidingPrinciplesHow it connects
O
r
Trails Plan
What it looks like
Draft Orange County Trails Plan 35
