24
RELATED STUDY RELEVANT FINDINGS FORTHE TRAILS PLAN
J Branch Rail Corridor • The study evaluates converting approximately 10.8 miles of
Feasibility Study the active J Branch (UNC CoGen) rail line into a multi-modal
2025-2026, Ongoing corridor, assessing feasibility for a multi-use greenway and
whether an adjacent transit component is appropriate.
• The corridor would link downtown Carrboro through the western
portion of Chapel Hill and on to east-central Orange County,
building on existing bicycle/pedestrian routes, transit, and
streets to provide additional travel and recreation options.
• This is a multi-agency, multi-jurisdictional initiative to
proactively plan for the corridor's highest and best reuse as UNC
transitions away from coal.
NOTE:The CoGen/J Branch corridor is included as a proposed
segment in the Trails Plan (more details are available in Section
04: Evaluation & Recommendations). The Trails Plan will track this
feasibility study's route and public input to align recommendations.
In addition to the ten plans/studies summarized in-depth, the
Trails Plan acknowledges several other local initiatives that inform
connectivity, safety, land use, and implementation. These were not
studied in detail, but they were reviewed and remain part of the
broader planning context:
• Orange County Climate Action Plan (2023)
• NC Moves 2050 - Long Range Transportation Plan (2018-2021)
Orange County State of the Environment (2019)
Orange County Transit Plan (2022)
• Orange County Master Aging Plan (2022)
• Blackwood Farm Park Master Plan (2023)
• Little River Regional Park & Natural Area Master Plan (2021)
• Town of Hillsborough Comprehensive Sustainability Plan 2030
(2023)
• Town of Chapel Hill 2013-2022 Comprehensive Parks Plan
(2013)
• Town of Chapel Hill Map of Bike Facilities & Greenways (2019)
• Town of Carrboro Recreation & Parks Comprehensive Master
Plan (2006)
• Bolin Creek Greenway Master Plan (2009)
• Morgan Creek Greenway Master Plan (2010)
• City of Mebane Bicycle & Pedestrian Plan (2024)
View of the J Branch Rail Corridor tracks .
