22
RELATED STUDY RELEVANT FINDINGS FORTHE TRAILS PLAN
• A multi-channel engagement approach including in-person
workshops and digital feedback opportunities has been
successful for capturing a wide range of perspectives.
• Community engagement findings consistently emphasize access
to parks, open spaces, and greenways as a top countywide
priority; there is also significant community interest in balancing
increased access with preservation of environmentally-sensitive
areas and multi-modal connectivity.
• Multiple growth patterns were tested through the project,
identifying opportunities to cluster growth in nodes/crossroads,
preserve waterway and habitat corridors, and use greenways to
connect mixed-use areas with rural community hubs.
• Trail investment is reinforced as a tool for conservation, mobility
choice, and equitable access in rural and urban areas.
• As the plan continues to evolve through ongoing engagement
and move toward adoption, the Trails Plan recommendations
should remain aligned.
Orange County Strategic The County identifies Environmental Protection and Climate
Plan FY2025-FY2029 Action as a strategic priority, placing particular emphasis on
Adopted 2024 the protection of natural resources and climate-responsive
investments; this directly supports greenway corridors that
preserve open space and reduce carbon emissions.
• The Healthy Community priority calls for expanded access to
physical activity and the outdoors for all ages and abilities, with
the goal of improving wellbeing and recreation opportunities.
• The Multi-modal Transportation priority seeks a safe network
of connectivity for walking, biking, rollerskating, and public
transit—where greenways and trails can play a key role in a non-
motorized mobility network.
• By investing in assets that strengthen community vitality,
including trails that can increase jobs and support tourism in the
area, the County is looking for a diverse and vibrant economy.
• The Strategic Plan's guiding principles—which include
communication and awareness, inclusivity and engagement,
and partnership and collaboration (among others)—reinforce the
importance of equitable, community-driven trail development.
Draft Orange County Trails Plan 19
