Operation Center and Emergency Homeless Shelter <br /> <br />Dear Alan: <br />O’Brien Atkins Associates is pleased to present this proposal to study the use of the Homestead <br />Operations Center. We understand that the building is owned by the UNC University system <br />and therefore falls under the State construction office review. OBA will investigate the code and <br />zoning implications of renovating the Homestead operations building for an emergency cold <br />weather homeless shelter. <br />SCOPE: <br />1. Code study and planning and zoning requirements for use as emergency shelter <br />2. Review and coordinate with UNC Facilities and/or SCO for design requirements. <br />3. (Mtg) Site visit for entire group <br />4. (Mtg) 1 Workshop to go over program requirements. <br />5. Conceptual studies of floor plans layouts <br />6. Develop a ROM cost estimate to renovate for purpose shown above <br />7. (Mtg) Present the findings to the County. <br /> <br /> Products: <br />• Utilization/Code report <br />• Space Program <br />• (2) Two concept layout plans <br />• ROM cost estimate by CT Wilson for renovation costs <br /> <br />Compensation: <br /> <br />We will prepare the above scope of services for a lump sum professional fee of: <br />Sixteen Thousand Five Hundred and Twenty-One Dollars ($ 16,521.00) <br /> <br />Direct reimbursable expenses have been estimated at $250 and are included within the fee <br />named above. <br /> <br />O’Brien Atkins will invoice Orange County on a monthly percentage complete basis for services <br />performed.
