ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 20, 2003 <br />Action Agenda <br />Item No. <br />SUBJECT: Pyrotechnics Approval -Blue Cross Blue Shield Family Day <br />DEPARTMENT: Purchasing and Central <br />Services <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Checklist Pam Jones„ (919) 245-2652 <br />Letter of Request Mike Tapp, (919) 968-2050 <br />Fire Department Approval TELEPHONE NUMBERS: <br />License of Pyrotechnician Hillsborough 732-8181 <br />Site Layout Chapel HiIN 968-4501 <br />Product Inventory Durham 688-7331 <br />Certificate of Insurance Mebane 336-227-2031 <br />PURPOSE: To consider approving a pyrotechnics permit for Blue Cross Blue Shield Family Day 2003 <br />on Saturday, June 7, 2003. <br />BACKGROUND: Blue Cross/Blue Shield has requested that the County Commissioners approve a <br />pyrotechnics permit for aloes-level fireworks display to be held in conjunction with their Family Day on <br />June 7, 2003. <br />GS 14-414 indicates that the Board shall consider a fireworks permit for "any and all kinds of fireworks <br />and explosives, which are used for exhibitions or amusement purposes." <br />County policy further requires assurance from the sponsoring agency that adequate public safety <br />measures wilt be exercised; and that the County will be protected as an additional insured on the <br />insurance policy(ies) covering the event. <br />The display will occur in the Town of Chapel Hill Fire Department's jurisdiction. County approval is a <br />criterion for Town approval. Blue Cross/Blue Shield has fulfilled the County's criteria for a pyrotechnic <br />permit as evidenced by the attached documents. <br />On the day of the display, the Town of Chapel Hill Fire Department will be responsible for ensuring that <br />the site is set up as per the site plan and the inventory of pyrotechnics is commensurate with what is <br />approved. At such point that both the Chapel Hill Fire Department and the Emergency Management <br />Director are satisfied that the criteria for approval have been met, the permit will be signed and officially <br />issued. <br />FINANCIAL IMPACT: None <br />RECOMMENDATION(S): The Manager recommends that the Board approve the pyrotechnics permit <br />for the Blue Cross/Blue Shield Family Day 2003 on June 7, 2003, contingent upon final approval of the <br />set up by the Emergency Management Director or his designee. <br />
