D4. Please list any data
sources used in
reference to D1, D2, and
D3 and show the steps
of any calculations. (300
word limit)
W CHA has a record of all residents in the W eaver Community and Cedar Rock Communities and
has listed their specific demographics above in detail. Percentages were taken by adding up the
number of residents in each demographic and dividing that number by the total number of
residents. Residents are required to have incomes 60% below the AMI in order to live in this
community.
D4a. Optional file upload
to show the steps of any
calculations.
D5. Please describe any
ways in which low-
income or marginalized
communities/households
were engaged in the
creation of this project
proposal. (150 word
limit)
This W indow Replacement Project has been "underway" for 5 years. Lack of funding or
contractors willing to do the work have been the main issues. There have been no less than a
dozen meetings about this. This was also on the agenda for the annual All Member Meeting held
in March, and has been on the agenda for monthly board meetings since. W e have 7 residents on
the board (6 are voting members). Board members have met with and heard from residents at the
affected units many times. Discussions about installation have been had. W e have not had
discussions about maintenance yet, though very little should be required once the new windows
are installed.
D6. Please describe any
potential negative side
effects of the project and
describe the steps you
are taking/will take to
eliminate or minimize
these impacts to any
low-income or
marginalized
communities/households.
(200 word limit)
The following has been made clear from discussions with the window contractor. Installation for
each unit should take one - two days. Furniture will have to be pushed away from the walls, but
not removed. Units will not be left with openings to nature at the end of any workday. Residents
do not need to leave unless they personally feel inclined to do so, in which case they can stay
with neighbors or WCHA may book a room or AirB&B. Most of the installation can be done from
the outside, so indoor cleanup should be minimal. The contractor will be responsible for hauling
away trash.
D7. Are the impacted
residents already aware
of the potential positive
and negative impacts of
your project and the
steps you are taking? If
not, please describe
your plan to engage with
them and how you will
act based on their input.
(200 word limit)
Yes. Please see our answer to question D5 above.
D8. During and after the
project, what will your
continued engagement
with the impacted
community be? (200
word limit)
W e are the impacted community. We have 7 residents on the board (6 are voting members), who
intend to continue their engagement and advocacy for this community. In addition, residents are
required to volunteer for the community on a regular basis, including board and committee
membership and participation.
D9. Please describe any
other aspect of your
project that is relevant to
Social Justice,
Environmental Justice
and Racial Equity. (200
word limit)
The W eaver Community Housing Association is the first non-profit cooperative property in the
Southeast. It was created to serve Orange County residents whose incomes are below the area
median income. Our residents reflect and even exceed the diversity of Orange County, on the
whole. Residents are required to fulfill community volunteer hours in order to live here, and this
increases their interactions with one another and creates a real community among neighbors.
Regardless of race, parents (especially single mothers) help oversee each others' children, so
they can fulfill work and other obligations. It is worth Carrboro and Orange County funds to
maintain this rare, vibrant, affordable community, which is helping maintain the diversity that
Carrboro and Orange County are known for.
Criterion 2 - Emissions Reduced This criterion has a maximum score of 4 points (out of a total of
26 points). Please see the Grant Project website for estimation tools and the Background and
Information document for information about technical assistance. Applicants are encouraged to
ask for clarification and technical assistance as early as possible and no later than the posted
deadline for questions.
Docusign Envelope ID: 9BD8B7A7-7606-416D-8B35-9C4C6D7EF1DB
