C4. Describe your
proposed use of funds.
(150 word limit)
Per the attached quote, every cent of requested OCCCA funding will be used to pay 28-year-old
NC-based window-replacement company WindowKing to replace 55 currently dysfunctional,
original custom-sized windows with double-pane, insulated W in core 5400 series premium vinyl
windows (and lifetime breakage guarantee) in 7 residential units owned by the W eaver
Community Housing Association Co-operative in the Bolin Creek W aterway of Carrboro. The
exterior around each window will be covered with a 2 x 4 and will be wrapped with white PVC
aluminum for a maintenance- free product. All rot will be repaired, all windows will be properly
trimmed inside and out, and all debris removed. Windows apertures will be properly sealed with
foam as necessary. W indowKing will finish the job in 3-4 days maximum, though it will take 2 1/2
weeks to have the windows custom-made.
C5. If a full award for
your project is not
possible, can/will you
accept partial funding
and still be successful?
Yes
Please explain how your
project can still be
successful if you don't
receive the full
requested amount. (200
word limit)
W e will replace as many windows as we receive OCCCA funding for and continue to apply for
funding to replace the other windows until we do. That said, the total price to replace all the
windows will be significantly lower if we replace them at once and as a single project/contract.
W e can replace the windows in the units of 703C and 705C in Fall 2025, and then replace the
other 5 units (701A, 703A & B, 705A & B) in January/February 2026. The price for replacing the
first two units is approximately $20,000.
Section D. Scored Criteria Criterion 1 - Social Justice and Racial Equity This criterion has a
maximum score of 6 points (out of a total of 26 points).
D1. W ho will directly or
indirectly benefit from
your project? Please be
as specific as possible
on the characteristics of
those who will benefit
including, gender, race,
age, income level and
geographic location.
(200 word limit)
Demographics for every W CHA resident, all of whose incomes are below the AMI, in the 7 units
for which we seek windows replacement:
5 white single individuals btwn 23-28yo
3 single white moms all btwn 42-55yo
4 white children of residents btwn 15-20yo
3 puerto rican/mixed children btwn 6-15yo
1 spanish adult man mid40s-early 50s
1 black mid-20s adult
Minimum of 4 of these individuals are LGBTQIA+
Minimum of 2 of these individuals are autistic
Minimum of 3 with mental health conditions
D2. W hat are the
demographics of the
area where your project
takes place? (150 word
limit)
Demographics for the W eaver Community and neighboring Cedar Rock Apartments (both W CHA
communities):
ALL residents are below the Area Median Income.
Residents are 63% W hite, 16% Hispanic, 17% Black, and 4% Asian, as follows:
5 white single individuals btwn 23-28yo
3 single white moms all btwn 42-55yo
4 white children of residents btwn 15-20yo
3 puerto rican/mixed children btwn 6-15yo
1 spanish adult man mid40s-early 50s
1 black mid-20s adult
1 black single adult man 30s
1 single white female ~45yo
1 single white mom mid-40s
1 asian/mixed child of resident 17yo
1 white child of resident 8yo
1 black single mom ~50s
1 black child of resident ~20yo
D3. Does your project
help to address any
racial disparities in the
location it is proposed
for? (200 word limit)
Carrboro is 65% White, as is Orange County, but areas tend toward higher percentages of white,
higher-income residents as they near Chapel Hill. The W eaver community is in very close
proximity to Chapel Hill, yet maintains a residential population that is 63% white, enabling non-
wealthy folks of demographics that reflect the entire county to live close to where they work while
maintaining a good quality of life.
Docusign Envelope ID: 9BD8B7A7-7606-416D-8B35-9C4C6D7EF1DB
