Section B. Collaborators and Partners In some projects, collaborators and partners provide
essential capacity and connections. If collaborators or partners are an essential part of your
project, whether or not they are receiving grant funds, please use this section to provide more
details. If you are not working with collaborators or partners, please feel free to write N/A in this
section and move to the Project Information section.
B1. Are you working with
any collaborators or
partners on this project?
No
Section C. Project Information
C1a. Project Name (This
will be used as the name
of your submission;
please keep your project
name to less than 5
words. Examples: Tree
Planting, LED Lights,
Rain Garden, Rooftop
Solar)
Energy Efficient W indows Installation
C1b. Please describe
the proposed project.
(300 word limit)
W eaver Community Housing Association (W CHA), an affordable community housing co-
operative, is applying for OCCCA funding to replace the windows in 7 of its residential units. The
windows are all 40+ years old and single pane. Since these buildings were designed by John
Hartley, the windows are not standard size. There are ~8 windows in each unit, totaling 55
windows.
Issues with current windows:
1) The current windows are not energy efficient, and heating and cooling loss is significant,
particularly in the upper units.
2) The windows do not properly open, eliminating the possibility of ventilation.
3) W indow frames in the lower units leak due to the PTAC units in the two floors above despite
residents best efforts to reroute the drainage.
4) Currently, the 3rd floor units utility bill is more than double that of the lowest units.
W e have been communicating with Window King, a privately owned Sanford (NC) company that
has served Carrboro for decades, and they have confirmed that making the windows would take
about 2.5 weeks, then installation would be based on when/if the grant is approved and funded.
The impact of energy efficient windows would be immediate. Our Cedar Rock Cooperative
location has a total of 24 occupants, including 8 children under 18 enrolled in the CHCCS district.
C1c. Please describe
your project’s benefits,
including those that are
quantifiable. (150 word
limit)
1) Energy efficiency -- The US Department of Energy estimates that replacing old single-pane
windows with energy-star double-paned windows saves 20.1 Million Btu or 5,891 kwh of power
per single-family NC residence per year (see below). This project will enable this savings for 7
residences that cannot afford new window installations.
2) Reduce financial costs for years to come-- Upper residential units pay the most in wasted
energy (>2x ground floor), but everyone has unnecessarily high bills due to current energy waste.
3) Maintain integrity of W CHA's buildings-- W CHA's housing was designed by John Hartley, so
the windows are not standard. W CHA residents' incomes are less than 60% AMI. We don't have
money for custom renovations.
4) New windows will increase ventilation and prevent mold growth & respiratory problems
throughout affected buildings. Current windows do not properly open; and window frames in lower
units leak, despite attempts to remedy.
C1d.
