2 <br />current budget to $13,200 for fiscal year 2002-03. These local support funds are <br />contributions from the Towns of Chapel Hill and Carrboro for the RSVP program. This <br />budget amendment provides for the receipt of these federal and local funds. (See <br />Attachment 1, column #3) <br />Environment and Resource Conservation <br />4. On May 6, 2003, the Board of County Commissioners approved the purchase of a 12.2-acre <br />parcel of property located along N.C. 86 North, across from the Northern Human Services <br />Center. This purchase is to provide property that will be ancillary to the planned Cedar Grove <br />Park and Northern Human Services Center. <br />Funds to cover the purchase price of $60,000, including transaction costs, taxes and <br />environmental assessment would come from the remaining funds in the 1997 Parks Bond <br />($45,000) and payment-in-lieu funds ($15,000). Closing on the property is scheduled on or <br />before June 30, 2003. This budget amendment provides for the appropriation of the 1997 <br />Bonds and payment-in-lieu monies to fund the land purchase. (See Attachment 2, Northern <br />Human Services Center Capital Project Ordinance) <br />Miscellaneous <br />5. At its May 6, 2003 meeting, the Board of County Commissioners approved an appropriation <br />of $750 from the Commissioners' Contingency account to the Friends of the Carrboro <br />Branch Library Art Committee. This appropriation will help with the production of <br />photographs, workshops, and presentation of an exhibit entitled "The Landscapes of Orange <br />County". This exhibit will focus on the status of wildlife habitat in Orange County, and will <br />serve to educate the public about our native habitat, to show its fragility and how it can be <br />protected. It will include the County's Department of Environment and Resource <br />Conservation and the work of other environmental groups who are working to preserve land <br />in Orange County. The exhibit will take place from November 2003 through mid January <br />2004 at the Carrboro Library. This budget amendment provides for the appropriation of <br />$750 from the Commissioners' Contingency. After this appropriation, $41,250 remains in <br />the Commissioners' Contingency for the current fiscal year. (See Attachment 1, column #5) <br />6. The approved budget for fiscal year 2002-03 included an Emergency Medical Services <br />Transportation reserve account of $516,922 in the miscellaneous function of the budget. <br />This reserve account was established to allow staff to examine options and develop <br />recommendations to the Board of Commissioners for the provision of EMS transportation <br />beyond the contract period with Orange EMS and Rescue Squad. This contract period was <br />initially to terminate on October 1, 2003, but was extended by the Board of Commissioners <br />through June 30, 2003. This appropriation of the budgeted reserve funds totaling $516,922 <br />would be transferred to the EMS Transportation division for payment to Orange EMS and <br />Rescue Squad. This budget amendment provides for the transfer of funds from the <br />miscellaneous function to the EMS Transportation division budget. (See Attachment 1, <br />column #6) <br />7. At its May 6, 2003 meeting, the Board of County Commissioners agreed to contract with <br />Innovative Designs to conduct an analysis of alternative septic options at the Northern <br />Human Services Center (NHSC) for an amount not to exceed $3,630 in preparation for <br />submission of a grant to the NC Energy Office.
