Orange County <br />Lake Orange Intake Tower Replacement Geotechnical Exploration Coordination, Observation, and Reporting <br /> <br /> <br />24P21018.00 / February 18, 2026 Page 3 Schnabel Engineering South, P.C. <br />elevations will be estimated based on the reservoir elevation at the time of drilling and the depth to the <br />mud line. <br />It is our understanding that CVET will perform the laboratory testing of samples collected during the <br />subsurface investigation. Schnabel will assist CVET with selecting which samples will be tested and <br />assigning the laboratory testing. It is anticipated that the soil testing will generally consist of moisture <br />content, gradations, and plasticity testing. The actual quantities and type of tests will be determined <br />based on the findings and obtained samples from the geotechnical exploration. <br />Task 3 – Geotechnical Data Report <br />This task includes the preparation of a Geotechnical Data Report (GDR) to summarize results and key <br />findings from the efforts performed under this scope of services and the geotechnical exploration by <br />CVET. Detailed quality control/quality assurance review of the field and laboratory test data will be <br />performed to support the development of the GDR. The report will include descriptions of the site and <br />regional geology, findings of the geotechnical exploration program, soil laboratory test results, and <br />supporting tables and figures. <br />3.0 ASSUMPTIONS AND EXCLUSIONS <br />The following assumptions apply to the scope of services described herein. <br />• CVET will complete the geotechnical exploration in seven to ten days of field work. <br />• Work will be generally performed between the hours of 7:00 AM and 5:00 PM. <br />• The field exploration will include up to 7 days of drilling, grouting, and observation well <br />installation. <br />• The scope of services herein will be performed as additional services under the agreement <br />executed for our previous scope of services on November 1, 2024, and amended February 28, <br />2025. <br />4.0 TENTATIVE SCHEDULE <br />Upon Notice to Proceed (NTP), Schnabel will begin coordination with the County and CVET. A kick-off <br />meeting with all parties to discuss and review the drilling plan and scope of work will be performed one to <br />two weeks prior to mobilization to the site. Schnabel will coordinate coverage of the geotechnical <br />exploration with CVET and the County. It is our understanding the geotechnical exploration work will be <br />voted on at the March 5, 2026 County Commissioners’ Meeting, and the work, if approved, is expected to <br />begin approximately two weeks following this meeting. <br />It is our understanding that the geotechnical exploration and laboratory testing is planned to be completed <br />by April 24, 2026. Schnabel will begin preparation of the GDR following the field work, but the laboratory <br />testing will need to be completed prior to finalizing the document. As such, it is anticipated that the report <br />will be submitted to Orange County within two weeks of receiving the laboratory test results. <br />In total, the scope of services described herein is anticipated to be completed within three (3) months <br />from NTP. <br />Docusign Envelope ID: 64C8DD46-2EE5-445D-9F2E-C6215945E8C2
