(Schnabel) is pleased to submit this proposal to provide <br />coordination, observation, and review of a geotechnical exploration program for the Intake Tower at Lake <br />Orange Dam. It is our understanding the geotechnical subsurface exploration will be performed by <br />Catawba Valley Engineering and Testing (CVET), under separate contract to the County. The services <br />proposed by CVET include a geotechnical exploration program to better characterize the subsurface <br />conditions (depth to rock and stiffness of overburden soils) around the existing intake tower to aid in the <br />design of a temporary cofferdam for the construction of the replacement intake tower. The drilling will also <br />include a boring in the dam crest to provide soils data for the evaluation of construction loads on the dam <br />and to install an open-standpipe piezometer with a flush-mount cover that is rated for traffic loads. <br />1.0 PROJECT DESCRIPTION AND BACKGROUND <br />Lake Orange Dam (ORANG-005, NC-00773) is located in Cedar Grove, North Carolina, and impounds <br />the East Fork of the Eno River. The dam and reservoir are owned and maintained by Orange County, and <br />the reservoir is used primarily for public water supply and water management within the East Fork of Eno <br />River. A secondary use of the reservoir is private recreation. The dam is regulated by North Carolina <br />Department of Environmental Quality (NCDEQ) Dam Safety as a medium-size, high hazard structure. <br />The existing intake tower is in poor condition and Schnabel performed an alternatives analysis to evaluate <br />the merits of rehabilitating the existing tower and gates or replacing the existing tower and gates. Orange <br />County selected replacing the existing tower and Schnabel is under contract to perform design services <br />for the new tower. <br />2.0 SCOPE OF SERVICES <br />Our scope of services for the geotechnical exploration are divided into three tasks.
