12 <br /> EXHIBIT A <br /> INTER-FAITH COUNCIL FOR SOCIAL SERVICE, INC. <br /> SCOPE OF SERVICES <br /> FY 2025-2026 <br /> Contractor shall provide the following services for the entire term of the Contract in order to ensure <br /> a community network of safe emergency shelter services: <br /> 1. Provide Town of Chapel Hill residents with emergency shelter services,including sleeping <br /> quarters, restrooms and shower facilities. <br /> 2. Provide community members who lack a fixed, regular, and adequate nighttime residence <br /> with shelter for the duration of the Contract. <br /> 3. Provide additional shelter spaces during cold weather season. <br /> 4. Only accept referrals into shelter from the Orange County Community Coordinated Entry <br /> system. <br /> 5. Provide qualified and adequate shelter staffing during hours of operation. <br /> Contractor will also commit to the following: <br /> 1. Provide shelter to at least 260 individuals experiencing homelessness in shelter and cold <br /> weather cots (unduplicated). <br /> 2. Require that staff and volunteers conduct themselves in a professional manner that <br /> promotes a safe, healthy, inclusive and productive work environment. <br /> 3. Maintain accurate accounting records and ensure internal controls are consistently <br /> followed. <br /> 4. Provide the Town/County with audited financial statements within 6 months of the close <br /> of Contractor's fiscal year. Address any issues promptly and report back to the Town on <br /> their resolution. <br /> 5. Provide a report on any support/services that the shelter provides, such as housing plan, <br /> average length of client stay, income growth and/or employment. <br />
