- Giving the United States Attorney General and the Secretary of State the power to <br />designate domestic groups, including religious and political organizations, as "terrorist <br />organizations; <br />- Granting power to the United States Attorney General to subject citizens of other nations <br />to indefinite detention or deportation even if they have not committed a crime; <br />- Authorizing eavesdropping on confidential communications between lawyers and their <br />clients in federal custody; and <br />- Limiting disclosure of public documents and records under the Freedom of Information <br />Act. <br />In addition, Congress is currently reviewing legislation that would further grant power to the <br />government. The Domestic Security Enhancement Act, more commonly known as "Patriot Act <br />II", would eliminate or weaken the remaining limits on government surveillance, wiretapping, <br />detention and prosecution. <br />The Human Relations Commission asks the Board to join with more than 80 other state and <br />localities around the Country in passing a resolution protecting the civil rights and liberties of <br />Orange County residents and opposing those portions of the act that would fundamentally alter <br />the rights and civil liberties of all persons protected by the United States Constitution. <br />FINANCIAL IMPACT: There is no financial impact. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the resolution <br />and authorize the Chair to sign it. <br />
