i <br /> ORANGE COUNTY ABC BOARD <br /> Proposed Meeting Minutes <br /> Tuesday January 20, 2026, 10:00am <br /> Location: 601 Valley Forge Road Hillsborough,NC 27278 <br /> Scheduled attendees: <br /> Judson Williamson,Board Chair-ABSENT Tony DuBois, General Manager <br /> Melvin Green III, Vice Chair Angela Willoughby, Assistant GM <br /> Mike Zito, Member- ABSENT Ron McCoy, Finance Officer <br /> Timothy Feeney, Member Julie Mebane, Board Secretary <br /> Jennifer Sykes,Member Rhonda Ashe,Human Recourses <br /> Earl McKee, BOCC Liaison-ABSENT <br /> Visitor(s): <br /> Erasmo Velazquez, Carrboro Police Department <br /> Mondrez Pamplin, Chapel Hill Police Department <br /> Alex Gregory, Hillsborough Police Department <br /> Steven Shaw, Orange County Sheriff's Office <br /> Call to order: at 10:00 am, a quorum was present and Mr. Green,Board Vice Chairman,called <br /> the Board meeting to Order. <br /> Mr. Green read the Mission Statement: The Mission of the Orange County ABC Board <br /> and our employees is to serve our locality responsibly by controlling the sale of <br /> spirituous liquor, returning profits to Law enforcement,Alcohol Education, and the <br /> County Fund while providing excellent service in customer friendly, modern, and <br /> efficient stores. <br /> Mr. Green read the Conflict-of-Interest Statement. The question was asked: does <br /> anyone have a conflict of interest with respect to any matters on the agenda?All present <br /> said nay. <br /> Approval of the Open Meeting Agenda: Ms. Sykes made a motion to approve the agenda, Dr. <br /> Feeney seconded the motion and the vote carried. <br /> Meeting Minutes: The Open Meeting Minutes for November 21, 2025, were presented. <br /> Discussion was held. Ms. Sykes made a motion to accept the open session minutes, Dr. <br /> Feeney seconded the motion and the vote carried. <br /> 2025-2026 Law Enforcement Mid-Year Reporting: <br /> Law Enforcement presented a mid-year update to the Board. All Law Enforcement agencies <br /> reported on the challenges throughout past year. Presentations included procedures for <br /> conducting compliance checks and explaining the ALERT program and BARS training. All <br /> agencies are looking forward to collaborating and conducting additional DWI and <br /> compliance checks.
