2 <br /> • Prioritize least-cost, least-risk resources by optimizing the grid and limiting exposure <br /> to volatile fuel markets. <br /> • Expand viable clean energy procurement options so large customers can meet near- <br /> term climate goals. <br /> • Fully value energy efficiency and demand-side resources to reduce costs and defer <br /> infrastructure. <br /> • Ensure fair cost allocation for new large loads to protect existing ratepayers. <br /> Orange County previously joined regional local governments in submitting joint comment <br /> letters regarding Duke Energy's 2021 Integrated Resource Plan (IRP) and again in May 2024. <br /> Continued participation strengthens coordinated advocacy for clean energy, affordability, <br /> resilience, and equitable access for residents. <br /> The local governments who are considering or have committed to being signatories to this <br /> letter include: Town of Boone, Town of Carrboro, Town of Cary, Town of Chapel Hill, Chatham <br /> County, Town of Davidson, City of Durham, Durham County, City of Greensboro, Town of <br /> Hillsborough, Town of Morrisville, City of Raleigh, and City of Wilmington. <br /> As a significant utility customer, Orange County has a vested interest in long-term cost <br /> stability, reduced fuel price volatility, and the economic and environmental benefits of clean <br /> energy investment. Signing onto the CPIRP comment letter provides an opportunity to engage <br /> collectively with the North Carolina Utilities Commission, Duke Energy, and regional partners <br /> to advocate for a plan that aligns with the Orange County community's goals for emission <br /> reductions, renewable energy expansion, resilience, affordability, and long-term cost <br /> predictability. <br /> A copy of the letter is provided at Attachment 1. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br /> OBJECTIVE 1. Identify the priorities and resources necessary to implement the <br /> Climate Action Plan. <br /> RECOMMENDATION(S): The Manager recommends that the Board authorize the Chair to <br /> sign the joint local government comment letter regarding Duke Energy's proposed Carbon <br /> Plan Integrated Resource Plan for submittal to the North Carolina Utilities Commission. <br />
