1 ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: March 17, 2026 Action Agenda Item No. 8-e SUBJECT: Permanent Supportive Housing Renewal Contract with Inter-Faith Council DEPARTMENT: Housing ATTACHMENT(S): INFORMATION CONTACT: FY 2025-26 Renewal Contract Blake Rosser, 919-245-2492 PURPOSE: To approve a contract renewal with the Inter-Faith Council (IFC) for IFC's Permanent Supportive Housing (PSH) program in Orange County, providing both shelter services and PSH services to residents seeking housing assistance. BACKGROUND: This annual renewal contract between the County and IFC for Permanent Supportive Housing is a crucial element of the County's Continuum of Care responsibilities. The PSH program provides rental assistance, housing location, and wrap around community supports to individuals and families in need of housing supports. PSH programs generally serve individuals and famlies below 30% area median income (AMI). Since 2021, the Board has dedicated $150,000 in the Housing Department's budget for this purpose. This contract is the fulfillment of that budget line item. FINANCIAL IMPACT: Contract renewal is $150,000. Orange County pays the entirety of the contract and is then reimbursed from the Towns via the respective Orange County Partnership to End Homelessness budget percentage shares. ALIGNMENT WITH STRATEGIC PLAN: This item supports: • GOAL 3: HOUSING FOR ALL OBJECTIVE 3. Invest in permanent supportive housing. OBJECTIVE 4. Prioritize and select County-owned land and/or facilities as part of an overall plan of facilities to create crisis, bridge, low barrier, affordable, and permanent housing. RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the Chair to sign the renewal contract.
