D3. Does your <br />project help to <br />address any racial <br />disparities in the <br />location it is <br />proposed for? (200 <br />word limit) <br />Yes, by focusing on helping underserved, low-income, and rental <br />households reduce their energy use, this program will help address <br />disparities in cost burden within the Town. <br />According to the U.S. Department of Housing and Urban Development <br />(HUD), households paying over 30% of their income for housing, including <br />utilities, are considered “cost burdened.” In Carrboro, only 17% of all <br />homeowners are considered cost burdened, while more than one in five <br />renters (22%) are paying between 30%- 50% of their income on rent and <br />utilities, and 28% of renters are extremely cost burdened, meaning they are <br />spending more than 50% of their household income on rent and utilities. <br />In Carrboro, 59% of housing is rental property. There is a racial disparity in <br />owner-occupied and rental-occupied units: <br />- Owner-occupied units: Black: 6.1% W hite: 80%; Hispanic: 5.6% <br />- Renter-occupied units: Black 22.1%; W hite 66.1%; Hispanic: 5.5 <br />There is also a racial disparity in households who experience severe cost <br />burden: 15% of white, non-Hispanic households in Carrboro experience <br />severe cost burden, while 19% of Hispanic households and 21% of Black <br />households experience severe cost burden. <br />D4.
