~~~~~- <br />Report on Effect of City of Durham and City of Mebane on Schools APFO <br />The Town of Mebane's Extraterritorial Jurisdiction (ETJ) in Orange County provides a mixture <br />of land zoned for residential and non-residential purposes. The majority of undeveloped non- <br />residentially zoned property represents approximately 681 acres and is located between US 70 to the <br />north, Buckhorn Road to the West and I-85 to the south. There are approximately.. 121 undeveloped <br />parcels zoned for non-residential purposes in Mebane's Extraterritorial Jurisdiction. <br />There is also a limited amount of undeveloped residential lands in Mebane's Extratemtorial <br />Jurisdiction which is not served by water and sewer at this time. Most of this land is located just west <br />and northwest of the existing city limits. There is approximately.. 610 acres of undeveloped lands which <br />represent approximately 160 parcels. The majority of these parcels are zoned R-20 which would allow <br />1.9 units per acre if and when public water and sewer is available. If a sewer is not available, then <br />density is closer to two acres per unit because of poor soils. There has been no activity in this section of <br />the Extraterritorial Jurisdiction. Before widespread growth occurs in this area, a cooperative planning <br />agreement maybe possible, which could include a Schools Adequate Public Facilities Ordinance. <br />Durham: <br />The City of Durham has no Extraterritorial Jurisdiction within Orange County so development <br />and/or annexation is extremely unlikely. The area that is under discussion between Orange County and <br />Durham regarding water and sewer is an Economic Development District that would also be planned <br />through a cooperative planning agreement. This area would not create new residential development to <br />put additional impact on schools. <br />In summary, the City of Mebane has limited undeveloped residential lands in Orange County and <br />is even more limited by virtue of unavailable water and sewer services in the area. The City of Durham <br />has not Extraterritorial Jurisdiction within Orange County and annexation is highly unlikely. <br />
