ORANGE COUNTY <br />BOARD OF COMMIS510NERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 20, 2005 <br />Action Agenda <br />Item No. 9- e- a <br />SUBJECT: Transfer of Development Rights Taskforce- New Appointments <br />DEPARTMENT: Board of Commissioners PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): Under Separate Cover <br />Membership Raster <br />Interest List <br />Application(s)/Resume(s) of Person(s) on the <br />Interest List <br />INFORMATION CONTACT: <br />Clerk's Office, ext. 2130, 2125, 2126, 2129 <br />TELEPHONE NUMBERS: <br />Hillsborough 245-2130 <br />Chapel Hill 968.4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider making new appointments to the Transfer of Development Rights <br />Taskforce, <br />BACKGROUND: Initial appointments were made for this taskforce on June 23, 2005, <br />The objectives of the TRD Taskforce are to: <br />1, Sustainably balance rural and urban areas; <br />2, Direct growth and development away from important natural and cultural resources and <br />towards areas more able to support municipal services and urban densities; <br />3, To provide working farms with an alternative income potential; and <br />4, To link zoning densities to comprehensive plan goals and policies, <br />Taskforce members may be chosen from the following general sectors, including, but not limited <br />to: local governments, advisory boards, banking and finance, private sector <br />community/neighborhood groups, utilities, developers, lawyers, agriculture, planning, natural <br />areas advocacy, real estate, and environmental protection, <br />Previous appointments to the TDR taskforce have filled the majority of sectors suggested by the <br />consultant, Having been in recent conversation with the consultant, staff recommends that the <br />TDR Taskforce will be an efficient board at approximately 15 members. <br />The remaining stakeholder sectors yet unfilled include; the local government, utility, advisory <br />board (i.e. regulatory, e,g. Planning Board) and possibility natural areas advocate if the existing <br />appointee in that sector cannot attend, There are applicants attached that can fulfill these <br />interest areas. <br />
