1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: March 5, 2026 <br /> Action Agenda <br /> Item No. 8-1 <br /> SUBJECT: Professional Services Contract with Catawba Valley Engineering and Testing, <br /> P.C., for Lake Orange Intake Tower Replacement Project Geotechnical <br /> Services <br /> DEPARTMENT: Planning and Inspections <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1) Professional Services Contract Christopher Sandt, County Engineer, <br /> (over $90,000) — Geotechnical 919-245-2583 <br /> Services for Lake Orange Intake Cy Stober, Planning Director, 919-245- <br /> Tower Replacement Project 2592 <br /> 2) Recommendation Letter— RFQ <br /> 367-005464 <br /> 3) Catawba Valley Engineering and <br /> Testing, P.C., Statement of <br /> Qualifications (SOQ) <br /> PURPOSE: To consider approval of a professional services contract in the amount of $97,075 <br /> with Catawba Valley Engineering and Testing, P.C., for Professional Geotechnical Services <br /> (hereafter the "Project"). <br /> BACKGROUND: The Lake Orange Dam (hereafter "the Dam") is located at 1221 Lake Orange <br /> Road, Hillsborough, North Carolina. The Dam was constructed in the late 1960s to create Lake <br /> Orange, a +/-150-acre surface water impoundment located in the Upper Neuse River basin. The <br /> primary uses of Lake Orange are public water supply and maintenance of minimum dry weather <br /> flows to support ecological habitats in the East Fork of the Eno River. The original construction <br /> of the Dam was funded via issuance of Orange County bonds. <br /> A concrete intake tower is integrated into the Dam. The intake tower controls the water levels <br /> within Lake Orange and the legally required minimum downstream water releases to the Eno <br /> River. The existing concrete intake tower is original to the late 1960s construction of Lake Orange <br /> and has surpassed its engineered design life. As such, Orange County is currently contracted <br /> with Schnabel Engineering (via Board approval at the October 1, 2024, Business meeting) for <br /> professional engineering services related to the design of a new intake tower located at the same <br /> location. The existing tower will be removed. <br /> Geotechnical information is needed in order to finalize the design by Schnabel Engineering. The <br /> Project includes drilling and laboratory testing for five (5) proposed Geotechnical borings around <br /> the perimeter of the existing concrete intake tower. The drilling operations will be performed via <br /> barge-mounted geotechnical drilling equipment. All work for the Project will be conducted on <br /> Orange County-owned property, with no impacts to other properties anticipated. The Project is <br /> part of Orange County's current (FY2025-35) Capital Investment Plan (CIP). <br />
