2 <br /> On October 27, 2025, Orange County published a Request for Qualifications (RFQ)#367-005464 <br /> for the Project. On November 21, 2025, Orange County received four (4) Statements of <br /> Qualifications (SOQs) from qualified professional Geotechnical consultants. The County's <br /> evaluation panel selected Catawba Valley Engineering and Testing, P.C., as the most qualified <br /> consultant for the Project, based on scoring. Attachment 2 is a copy of the Recommendation <br /> Letter. Attachment 3 is a copy of Catawba Valley Engineering and Testing, P.C.'s SOQ. <br /> FINANCIAL IMPACT: The negotiated professional services agreement of $97,075 will not <br /> exceed the appropriated $165,000 Project budget. Any subsequently approved agreements <br /> and/or agreement amendments will not exceed the appropriated Project budget. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br /> OBJECTIVE 6. Protect water supply/watersheds. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Approve and authorize the Board Chair to execute the professional services agreement <br /> with Catawba Valley Engineering and Testing, P.C., (Attachment 1) on behalf of the <br /> Board; and <br /> 2. Authorize the County Manager to approve and execute any subsequent professional <br /> services agreement amendments with Catawba Valley Engineering and Testing, P.C., <br /> on behalf of the Board, not to exceed $165,000, subject to final review by the County <br /> Attorney. <br />
