A Resolution Advocating Accountability, Improved Oversight, and Reforms at the U.S. <br /> 17 Department of Homeland Security <br /> 18 The Board approved a Resolution Advocating Accountability, Improved Oversight, and Reforms <br /> 19 at the U.S. Department of Homeland Security. <br /> 20 <br /> 21 BACKGROUND: This item was added at the beginning of the meeting. <br /> 22 Chair Hamilton introduced the resolution and noted that it was read during Commissioner <br /> 23 Carter's comments. <br /> 24 <br /> 25 A motion was made by Commissioner Carter, seconded by Commissioner Greene, to <br /> 26 approve and authorize the Chair to sign the resolution. <br /> 27 <br /> 28 VOTE: UNANIMOUS <br /> 29 <br /> 30 Board members thanked Commissioner Carter for bringing this resolution forward. <br /> 31 <br /> 32 5. Public Hearings <br /> 33 None. <br /> 34 <br /> 35 6. Regular Agenda <br /> 36 a. Approval of the School Construction Interlocal Agreement <br /> 37 <br /> 38 The Board discussed and considered approving the School Construction Interlocal Agreement <br /> 39 (ILA) with both School Districts and created an associated County position to facilitate its <br /> 40 implementation. <br /> 41 <br /> 42 BACKGROUND: During the 2024 bond process, the Board of County Commissioners reviewed <br /> 43 its policies and procedures around school capital funding, updating the School Capital Funding <br /> 44 Policy and the Major Project Planning Addendum. The Board requested staff review and propose <br /> 45 an ILA to strengthen accountability and transparency for upcoming school construction and <br /> 46 renovation projects. Staff reviewed similar arrangements in other counties with active school <br /> 47 construction, including an ILA from Wake County. The attached draft ILA codifies a joint school <br /> 48 construction Core Team comprised of staff from all three entities. This Core Team will have <br /> 49 assigned roles, meet quarterly and more often as needed, and report back to the Joint Meeting <br /> 50 of the Board of Commissioners and School Boards at least once per year.
