25 <br /> • Bylaws — Article II — Sections 1, 2 — The Executive Board will be made up of four (4) <br /> members, up from two (2). The 4 members would be the Town Manager and County <br /> Manager, and a designee appointed by each manager. <br /> • Bylaws — Article II — Section 2 — Outlines the appointment of an interim member to the <br /> Executive Board given the death, resignation, or removal of a Town or County Manager. <br /> • Bylaws - Article IV — Section 2, Subsection I — Establishment of the Drakeford Facility <br /> Operations Committee to be detailed in the MOU. <br /> • Bylaws -Article IV— Section 2, Subsection j — Establishes the use of dispute resolution. <br /> The Carrboro Town Council approved the prior Condominium agreement and related materials <br /> at its meeting on June 17, 2025. If the Board of Commissioners approves the condominium <br /> agreement as currently drafted, the Carrboro Town Council will consider re-approval in <br /> February. <br /> Memorandum of Understanding <br /> As described in the Condominium Documents, a Memorandum of Understanding (MOU) <br /> between Orange County and the Town of Carrboro will provide additional details about the <br /> operation of the Drakeford Library Complex. A version of the MOU was provided to the Board of <br /> Commissioners at the July 8, 2025 Business meeting.
