16 17 <br /> Agenda"and it shall read: <br /> The Board of Commissioners pledges its respect to all <br /> present. The Board asks those attending this meeting to <br /> conduct themselves in a respectful, courteous manner <br /> toward each other, county staff and the commissioners. <br /> At any time should a member of the Board or the public <br /> fail to observe this charge, the Chair will take steps to <br /> restore order and decorum.Should it become impossible <br /> to restore order and continue the meeting,the Chair will <br /> recess the meeting until such time that a genuine <br /> commitment to this public charge is observed. <br /> The BOCC asks that all electronic devices such as cell <br /> phones,pagers, and computers should please be turned <br /> off or set to silent/vibrate. <br /> Please be kind to everyone. <br /> (d) Petitions by Board Members. Petitions made by Board <br /> Members at Business Meetings will be reviewed by the Chair and <br /> Vice-Chair at a future agenda review meeting. If the petition will <br /> not be placed on an ayenda, the Chair or Vice-Chair will let the <br /> petitioner know. If the petitioner then makes a motion at a business <br /> meeting to place an item on a future agenda, and the motion is <br /> approved, the petition will be assigned to staff for research and <br /> inclusion on a future agenda. <br /> VI. Conduct of Debate <br /> Rule 11. Powers of the Chair. The chair shall preside at all <br /> meetings of the board if he or she is present. If the chair is absent, <br /> the vice-chair shall preside. If both the chair and vice-chair are <br /> absent, another member designated by vote of the present board <br /> members shall preside. A member must be recognized by the <br /> presiding officer in order to address the board.The chair shall have <br /> the following powers: <br /> 1. To rule on points of parliamentary procedure, including the right <br /> to rule out of order any motion patently offered for obstructive <br /> or dilatory purposes; <br />
