She thanked the Finance staff for their work in delivering a clean audit. <br /> 3 Commissioner Bedford asked if opioid funds are special revenue funds. <br /> 4 Tim Lyons said that was correct. <br /> 5 Chair Hamilton asked what the interfund transfers were for the Sportsplex. <br /> 6 Tim Lyons described how interfund transfers work between the Sportsplex and other <br /> 7 county funds. <br /> 8 Chair Hamilton said it's activity between the general fund and the Sportsplex. <br /> 9 Tim Lyons said there was more information on transfers in footnote #7 in the ACFR. <br /> 10 Chair Hamilton thanked the presenter. She said minimizing errors that become material <br /> 11 gives the Board confidence that they are being good stewards of the public's dollars. <br /> 12 <br /> 13 A motion was made by Commissioner Bedford, seconded by Commissioner Carter, to <br /> 14 approve and authorize the Chair to sign the Audit Services Contract Amendment for the Fiscal <br /> 15 Year 2025 audit services. <br /> 16 <br /> 17 VOTE: UNANIMOUS <br /> 18 <br /> 19 5. Public Hearings <br /> 20 None. <br /> 21 <br /> 22 6. Regular Agenda <br /> 23 a. Community Climate Action Grant (CCAG) — FY 2025-26 Project Selection <br /> 24 The Board: <br /> 25 1) Received the grant project funding recommendations from the Commission for the <br /> 26 Environment (CFE) and the overall scores and comments from the CFE and Human <br /> 27 Relations Commission (HRC) for the FY 2025-26 Orange County Community Climate <br /> 28 Action Grant Program; and <br /> 29 2) Approved funding for the recommended Community Climate Action Grant projects for <br /> 30 FY 2025-26. <br /> 31 <br /> 32 BACKGROUND: As part of the FY 2019-20 budget, the Orange County Board of Commissioners <br /> 33 (BOCC) established the Orange County Community Climate Action Fund to accelerate climate <br /> 34 mitigation efforts. The Fund supports the Board's commitment to ambitious targets, including a <br /> 35 transition to 100% renewable energy by 2050. The Climate Action Plan further builds on this <br /> 36 commitment by defining additional targets and identifying the actions and strategies needed to <br /> 37 achieve them. <br /> 38 <br /> 39 For the FY 2025-26 funding cycle, $267,750 was allocated to general applicants to support climate <br /> 40 action projects designed to benefit Orange County residents both socially and financially. The <br /> 41 Board did not approve any climate funding for schools this year. In alignment with BOCC direction, <br /> 42 the selection process for awarding funds was conducted through the Community Climate Action <br /> 43 Grant program. <br /> 44 <br /> 45 Sixteen (16) applications were received this year from applicants representing nonprofits, small <br /> 46 businesses and public organizations whose total requests add up to$619,095. Grant applications <br /> 47 were completed over the summer and reviewed by both the Commission for the Environment <br /> 48 (CFE) and the Human Relations Commission (HRC) in fall 2025. <br /> 49 <br /> 50 The following is a rank-order summary table of the combined project scoring and <br /> 51 recommendations for funding. More details on each project are available in Attachment 1. <br />
