Phase 3: Technology, Compliance & Revenue Optimization <br />(Weeks 9–11) <br />Objective: <br />To evaluate the technological infrastructure, regulatory compliance posture, and financial <br />operations of the Orange County Health Department’s Medical and Dental Clinics. This <br />phase is focused on identifying system-related inefficiencies, gaps in compliance, and <br />opportunities to improve revenue collection, documentation practices, and data-driven <br />decision-making. <br /> <br />Approach & Activities <br />1. Electronic Health Records (EHR) System Review <br />We will conduct a functional review of the use of UNC’s EPIC (Medical) and <br />Eaglesoft (Dental) systems, assessing: <br />o Ease and efficiency of use for clinical and administrative staff <br />o Data entry duplication or bottlenecks during patient visits <br />o System integration with scheduling, billing, and reporting workflows <br />o Barriers to real-time data capture, reporting, or patient tracking <br />o Training needs or variation in system use across staff members <br />The goal is to understand how EHR usage supports or hinders clinic efficiency, <br />provider productivity, and accurate reporting. <br />2.
