Relief Factor Calculation <br />To accurately assess staffing needs, we will calculate a “relief factor” that <br />incorporates: <br />o Holidays <br />o Paid time off (PTO) <br />o Sick leave <br />o FMLA <br />o Military leave <br />o Administrative time (e.g., meetings, trainings) <br />o Turnover and vacancy buffers <br />This ensures that recommendations account for actual available work hours, not just <br />headcount. <br />4. Workload and Service Demand Matching <br />We will map service lines (e.g., maternal health, immunizations, STI testing, dental <br />hygiene, extractions) against staffing hours to determine: <br />o If demand outpaces availability in specific service areas <br />o How staff time is distributed across high - and low-volume services <br />o Where cross-coverage is needed (e.g., float nurses, dental assistants) <br />o How mandatory programs are impacting resource allocation <br />5.
