<br /> The Hills Tandem, LLC | May 18, 2025 <br /> Staffing and Efficiency Analysis | Solution <br /> <br />Confidential and Proprietary: This proposal is intended solely for the use of the recipient organization. 19 <br />implementation & is built to ensure consistent communication, timely insights, and the <br />ability to adjust based on emerging findings. <br />Each phase culminates in a clear set of deliverables, providing Orange County Health <br />Department (OCHD) with documentation, tools, and presentations that build cumulatively <br />toward a final, actionable staffing and efficiency report. <br /> <br />3.3.1. Phase 1: Discovery & Initial Assessment (Weeks 1–4) <br />Objective: <br />To establish a comprehensive understanding of current operations, staffing dynamics, clinic <br />workflows, and the strategic goals of the Orange County Health Department (OCHD). This <br />foundational phase ensures all subsequent analysis is grounded in context, al igned with <br />stakeholder expectations, and informed by accurate, up-to-date data. <br /> <br />Approach & Activities <br />1. Kickoff Meeting & Alignment Session : <br />We will begin the engagement with a formal kickoff meeting involving the Health <br />Director, Medical Director, Dental Director, Personal Health Services Director, and <br />other identified project stakeholders. This meeting will clarify expectations, <br />confirm objectives, review the proposed project timeline, and identify key data <br />sources and points of contact. <br />o Discuss project goals, success criteria, and any prior assessments. <br />o Confirm access to facilities, systems, and data. <br />o Finalize communication protocol and escalation process. <br />o Identify internal champions to support information flow. <br />2. Stakeholder Mapping and Engagement Planning : <br />We will create a stakeholder engagement map that outlines roles, influence, and <br />interaction across clinical, administrative, and leadership levels.
