<br /> The Hills Tandem, LLC | May 18, 2025 <br /> Staffing and Efficiency Analysis | Solution <br /> <br />Confidential and Proprietary: This proposal is intended solely for the use of the recipient organization. 14 <br />Led multi-sector evaluations focused on health equity, access, and outcomes; <br />supported the design of integrated policy initiatives across education, workforce, <br />and healthcare. <br />• Equity & Stakeholder Engagement Leader <br />Conducted participatory research and supported organizational change using <br />community-informed models and data ethics frameworks. <br />Her expertise includes benchmarking, stakeholder engagement, narrative analysis, and <br />public health systems evaluation. <br />Role in the Project <br />As Research Analyst, Dr. Homer-Drummond will: <br />• Lead stakeholder interviews and community engagement <br />• Conduct peer benchmarking of comparable public health models <br />• Synthesize findings into a policy-aligned, equity-informed final report <br />Her systems-thinking approach ensures that the final analysis reflects both operational <br />realities and the diverse needs of Orange County’s communities. <br /> <br />2.3. Reporting and Communication Structure <br />We will follow a clearly defined communication and escalation protocol. The Project <br />Director (Jennifer Fields) will serve as the central point of contact for all County <br />communications and will ensure that all internal teams are aligned with Orange County’s <br />expectations and timelines. Regular reporting will be conducted as follows: <br />• Weekly Internal Coordination Meetings – To monitor progress, assign tasks, and <br />address risks. <br />• Bi-weekly Progress Updates to Orange County – Summary updates with task <br />statuses, findings, and pending items. <br />• Stakeholder Interviews and Feedback Loops – Conducted throughout the <br />assessment period to ensure findings reflect on-the-ground realities. <br />• Board Presentations – Draft and final presentations to the Orange County Board of <br />Commissioners, as required. <br /> <br />Docusign Envelope ID: 698F2B7F-27BB-45C9-9CCE-04BCCB3FB4C9
