PROJECT ORGANIZATION NARRATIVE <br />The Hills Tandem (THT) proposes a strategically structured and expert-led organizational <br />model to execute the comprehensive staffing and efficiency analysis for the Orange County <br />Health Department’s Medical and Dental Clinics. THT’s approach is designed to ensure <br />efficient, compliant, and impactful delivery of services aligned with the County’s priorities <br />and the project’s stated goals. Our operational framework is built on four core principles: <br />strategic oversight, technical execution, cross -functional collaboration, and stakeholder <br />integration. <br /> <br />2.1. Organizational Strategy and Governance <br />THT’s organizational structure leverages a matrix project delivery model that ensures <br />strong executive governance, technical coordination, domain expertise, and stakeholder <br />engagement across every aspect of the project. This model allows for agile project <br />management while maintaining robust accountability, quality assurance, and <br />communication pathways throughout the contract lifecycle. <br />Our project team includes distinguished professionals with deep experience in healthcare <br />systems analysis, clinical operations, data analytics, public health strategy, and systems <br />implementation.
