Fleet Vehicle Purchasing Policy Recommendation <br />To ensure that the County fleet remains reliable, efficient, and fit for purpose, it is important to formulate a <br />sustainable fleet purchasing policy that aligns with the operational demands of the County’s fleet <br />maintenance and operations while achieving the County’s Clean Energy and GHG emission reduction <br />goals. ICF will assist the County in developing policies that not only address the immediate operational <br />needs but also anticipate future requirements, ensuring the fleet remains resilient and adaptable. <br />The ICF team will review the existing Orange County fleet purchasing policy, as well as strategies deployed <br />across other municipalities and public fleets to understand current practices and identify areas of <br />improvement. By analyzing policies enacted by other municipalities, we aim to gather valuable insights, <br />best practices, and lessons learned, ensuring that the County can benefit from proven strategies and avoid <br />common pitfalls. Our team will then engage in benchmarking activities, comparing the County’s current <br />practices against industry standards and leading practices in fleet management. This will include an <br />examination of how other municipalities have successfully transitioned to EVs, with a focus on their vehicle <br />replacement policies and rightsizing strategies, vehicle and EV charging maintenance protocols (e.g., in- <br />house vs. third party maintenance), operational adjustments, and EV charging policies. Through this <br />analysis, ICF will identify key success factors and potential challenges, providing the County with a clear <br />roadmap for effective policy development. In parallel, ICF will present findings from existing policy reviews <br />to key County staff and stakeholders to identify issues and shortcomings with existing policy issues and any <br />relevant federal or state mandates that may affect County policies. <br />Drawing from the insights obtained through policy review and stakeholder consultations, ICF will <br />collaborate with the County to draft a comprehensive vehicle purchasing policy. This policy will also include <br />provisions for the establishment of a Sustainable Fleet Committee. The Committee’s responsibilities may <br />include: <br />• Developing vehicle utilization standards to optimize and reduce the total size of the fleet. <br />• Downsizing SUVs and larger vehicles as feasible <br />• Implementing managed idle technologies to decrease fuel consumption in legacy vehicles. <br />• Integrating the development of vehicle specifications into the planning process well in advance of <br />the purchase timeline. <br />• Aligning fiscal year funding with the planned vehicle procurement timeline to avoid missing <br />opportunities due to lead times. <br />• Raising awareness within County departments to prioritize the procurement of electric vehicles. <br />• Leveraging collaborative purchasing agreements with other municipalities to access a wider range <br />of vehicles at better prices. <br />Building upon ICF's extensive experience and track record of success in working with diverse municipalities <br />across the country, we are uniquely positioned to bring forward a wealth of best practices and valuable <br />insights to inform the development of optima l policies for Orange County. Our engagement with various <br />municipalities, particularly those of similar size and operational characteristics, has afforded us a deep <br />understanding of the challenges and opportunities inherent in transitioning to EV fleet pra ctices. We will <br />draw upon this rich repository of knowledge to present the County with a curated set of proven strategies <br />and policy recommendations.
