Brd. <br />Al Terry, ext , 2002 <br />TELEPHONE NUMBERS: <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />PURPOSE: To review proposed revisions to the by-laws of the Orange County Human <br />Services Transportation Advisory Board. <br />BACKGROUND: The Transportation Advisory Board by-laws have not been revised since <br />March 9, 1992. Over the years several issues have occurred: (1) the Board size proved to be <br />too large, especially with the inclusion of alternates ;(2) some of the permanent agency <br />appointments were felt to be no longer needed on the Board, while other agencies such as <br />(Triangle Transit Authority) TTA and EMS were judged to be necessary. <br />The existing Transportation Advisory Board membership reviewed the by-laws on May 23, 2000 <br />and recommended the following changes: (1) drop Human Services in the board name to reflect <br />its broader concern with public transportation; (2) reduce the Board size from 21 to 19 members <br />with no alternates; and, (3) expand community representation on the Board. <br />Additionally, a revised Transportation Board structure would be of greater benefit in working on <br />the updating of the Community Transportation Improvement Plan (CTIP), and assisting in the <br />selection of the consulting firm to conduct the plan update. <br />FINANCIAL IMPACT: There is no financial impact associated with the proposed changes. <br />RECOMMENDATION(S): The Manager recommends that the Board review the proposed by- <br />laws revisions and provide direction and feedback to staff. Staff intends, with any modifications <br />made, to bring the item back to the Board for formal action at its meeting on May 6. <br />
