5 <br /> Executive Summary <br /> Introduction <br /> MGT is pleased to present the government of Orange County, NC with this summary of findings <br /> for the recently completed user fee study. <br /> The County contracted with MGT to perform a comprehensive user fee study for most County <br /> departments. The study was conducted by MGT in collaboration with those County departments, <br /> fiscal leads, management, and staff. MGT would like to take this opportunity to gratefully <br /> acknowledge all the staff and managers who participated in this project for their efforts and <br /> cooperation. This report presents the findings of the study. <br /> Study Scope and Objectives <br /> The study included a review of fee-for-service activities for the following departments: <br /> ♦ Emergency Services <br /> ♦ Environment,Agriculture, Parks, and Recreation (DEAPR) <br /> ♦ Planning and Inspections <br /> The study was performed under the general direction of the Budget Director, County Manager's <br /> Office, the Director of the Department of Environment, Agriculture, Parks, and Recreation, the <br /> Director of the Department of Emergency Services,and the Director of the Department of Planning <br /> and Inspections, along with the participation of key staff members from each department. The <br /> primary goals of the study were to: <br /> ♦ Determine Orange County's costs to provide specific fee-related services. <br /> Determine whether there are opportunities to consolidate and simplify the fee structure <br /> or implement new fees as appropriate. <br /> ♦ Identify service areas where Orange County might adjust fees to better reflect the full cost <br /> of services or to subsidize fees with general fund revenue to reflect other economic or <br /> policy considerations. <br /> Provide comparative data for what similar counties and other agencies are charging for <br /> similar services. <br /> The information summarized in this report addresses each of these issues and provides Orange <br /> County with the tools necessary to make informed decisions about any proposed fee <br /> adjustments and the resulting impact on County revenues. <br /> MCIT <br />
