Meeting Summary— Parks and Recreation Council <br /> December 3, 2025 <br /> Bonnie B Davis EAC Boardroom, Hillsborough, NC <br /> Members Present: Natalie Ziemba (Chair), Louise Flinn (Vice-Chair), Logan Cason, Trevor <br /> Robinson, Allen Parker, Gregory Husketh <br /> Members Absent: GiGi Rashdi, Xilong Zhao, Maggie Moriarty, Alissa Martucci, Navya Sharma <br /> (youth delegate), Chloe Reid (youth delegate) <br /> Staff: David Stancil, Abby Mattingly <br /> Natalie Ziemba called the meeting to order at 6:30pm. <br /> Report of the Chair: <br /> a. Chair Comments — Chair Natalie Ziemba held brief introductions. <br /> New Business: <br /> a. Changes to the agenda — No changes were made. <br /> b. Approval of Meeting Summary, November 5 — Trevor Robinson motioned to <br /> approve; Logan Cason seconded. All in favor, none opposed, motion carried. <br /> c. Biennial Joint Advisory Boards Meeting— Relevant parks and recreation boards and <br /> commissions from the local municipalities have historically met biennially. David Stancil <br /> moted that recent discussions by staff with counterparts in the towns indicate it will be <br /> unlikely to be able to schedule a joint meeting this year. Staff will follow up again next <br /> year to propose a meeting date between the boards. <br /> d. Nature of Orange Photography Contest—Abby Mattingly discussed the Nature of <br /> Orange Photography Contest. The PRC is a co-sponsor of the contest, so Mattingly <br /> opened the floor up to proposals for the 2026 theme. Staff will decide and forward the <br /> contest information to the Council. <br /> e. Approval of 2026 Calendar— Staff presented the draft 2026 calendar. It maintains <br /> the schedule adopted for 2025 by having three meetings during the year in Chapel Hill, <br /> one meeting at a park location, and no meeting in July or January. Allen Parker moved <br /> to approve; Gregory Husketh seconded. All in favor, none opposed, calendar schedule <br /> adopted. <br /> Old Business <br /> a. Annual Report and Work Plan —Stancil outlined the purpose of the annual report and <br /> work plan. Staff took feedback provided at the November meeting to draft the current <br /> plan. Following the approval of the Council, the plan will then be forward to the Board of <br /> County Commissioners in January for a presentation alongside all other County advisory <br /> boards. Flinn motioned to approve the plan, Robinson seconded, all in favor, none <br /> opposed, plan adopted pending staff corrections. <br /> Report of the Director <br /> a. Project/Program Updates—The Board of County Commissioners considered the <br /> future Millhouse Road Park property in November, and will entertain offers from non- <br /> profit organizations to purchase a portion of the property and manage a soccer/playing <br /> field complex for the purpose of public interest.
