~m~ ~ ~ <br />Prepared 4/17/03 <br />ORANGE COUNTY CANDIDATES FOR POSSIBLE RESTORATION OF <br />FY 2002-03 CAPITAL FUNDING <br />Staff have identified the following two projects as priority candidates for capital <br />funding restoration, should the BOCC determine that such funding can be <br />provided during FY 2002-03. If not, staff proposes to address these two needs <br />with operating budget and/or capital funds early in FY 2003-04. <br />1. 129 East King Street: Drainage around and under building <br />During the renovation of the Purchasing Office at 129 East King Street, the <br />Inspections Department noted improvements that were to be made to the area <br />around and underneath the building to provide better drainage. The building is <br />situated such that a significant amount of stormwater run off flows under the <br />building to an unpiped stormwater connection located under the 129 building. <br />The inspector was concerned that over time the foundation and the support <br />system of the building could be compromised if left in its current condition. <br />Further, the lack of drainage at the rear of the building causes water to run under <br />the roll up door into the warehouse area during periods of heavy rain or long <br />periods of rain. County Engineer Paul Thames has devised a plan to collect and <br />route the water into the storm sewer. The job is somewhat challenging since the <br />County owns no property to the sides of the building. Due to the significant <br />amount of manual work that will be required to complete the excavation and <br />concrete work, particularly underneath the building, the cost is estimated <br />between $50,000--$55,000. <br />2. Old Courthouse: Exterior Wood Repairs <br />Last spring, Commissioners allocated funds to complete clock and clock tower <br />repairs at the Old Courthouse. The County, in partnership with the Town of <br />Hillsborough, is in the process of having the clock restored. Staff has also <br />identified a need to repair and paint the exterior wooden surfaces located near <br />the roofline and on the clock tower. (It would be preferable to coordinate the <br />painting project with the reinstallation of the clock to save costs because <br />scaffolding would be required to complete both projects.) The anticipated cost to <br />complete the painting project is $45,000 to $50,000. <br />
