DRAFT

Lamar Proctor: And that is the recording of Hillsborough town planning presenting that information?

Cy Stober: No,town deputy manager.

Lamar Proctor: Town deputy manager, but is that part of that same, that Delores referenced and recording of the
sewer presentation.

Perdita Holtz: No, but it was one of the one of the educational sessions that we did.

Lamar Proctor: Okay. A different one.

Jonah Garson: I am going to watch this video and watch it avidly and learn something. But just so I fully
understand, it is then Mayor Bell's argument about the 86 development was, did he have a apples
and oranges misunderstanding?

Perdita Holtz: I have no idea. And I do not really want to comment because I do not know what he said.

Cy Stober: Without knowing what he said, I cannot comment.

Jonah Garson: Understood.

Lamar Proctor: I mean, would it be worth it to have the Hillsborough town planning manager come talk to us about
their concerns?

Cy Stober: What the request was from our commissioners, which Tom Altieri shared that whole list with you
back in September I think, or in the summer, about what we were preparing to do, and then we
had another kind of briefing in August or September about what we were going to do this fall. The
request for that is why can't Hillsborough grow more? Why can't they provide more utility
services. So that was the question that the town was there to answer. There was a bit of a deep
dive on the engineering of wastewater discharge and nutrients and so forth, as well as I think
obvious questions about like, well, what is going on with your recovery from Chantal. I mean Matt
Efrid was very blunt, and I think his candor was very helpful. He said, you know,we have about 5
more years of approving projects and then we are done. We just do not have the sewer capacity
unless we can renegotiate with the state on how they regulate nutrient discharge into the Upper
Eno. I mean, again, Perdita and I can summarize what was said, I think, and so can Tom, but 1
mean beyond that I think they have already made their presentation. And that is the second time
they made their presentation to the commissioners this calendar year. So, I just ask you to take a
look at the video if you can.

Lamar Proctor: Yeah, and so for us to do our,the information is there if we want to, and probably should, review it
and understand it to see how it all integrates.

Jonah Garson: On that note, I would love to do a little CLE on my own time, and if these links to these videos and
other material could, even if it is slapped onto a Google sheet or one place instead of sort of
individual emails be helpful for me, and I think the CLE would be useful.

Cy Stober: Yeah, so we have,we have the calendar that Tom put together back whenever he put that
together, and then we have been tweaking it ever since we have had to rearrange the schedule,
so what we can do is we can just link all of those topics to the videos or the audio recordings and
slide decks, except the only ones that do not have the video recording are the retreat materials,so
those 2,4-hour meetings and half of last week's meeting was next steps, and we will have more
