Resolution Authorizing the Sale and Alan Dorman, Asset Management <br /> Upset Bid Process for 1.18 Acre Services Director, 919-245-2627 <br /> Property, PIN #9834289281 <br /> PURPOSE: To approve the sale of a County-owned 1.18 acre property, PIN #9834289281, near <br /> Mebane, NC, and approve a resolution authorizing the sale of the property through a negotiated <br /> offer, advertisement, and upset bid process. <br /> BACKGROUND: The County owns a 1.18 acre property, PIN #9834289281, near Mebane at the <br /> intersection of Buckhorn Road and Industrial Drive. The property is a corner lot just off Interstate <br /> 40 with little value to the County (Attachment 1). The Orange County Tax Administration Office <br /> has valued the land at $16,500. The Fickle Creek Land Co., LLC, represented by Noah Ranells, <br /> approached the County with an offer to purchase for $8,250 (Attachment 2) and has submitted <br /> the proper documents and certified check for $412.50. <br /> This property contains an electrical transmission tower located near the center of the site, which <br /> limits its suitability for public use. As a result, the property is not appropriate for green space, <br /> affordable housing, or the installation of transit-related amenities such as a bus stop. <br /> In accordance with North Carolina General Statute 160A-269, public property may be sold through <br /> a negotiated offer, advertisement, and upset bid process. As all offers for the purchase of County <br /> property must be presented to the Board of County Commissioners for consideration, Attachment <br /> 3 is a resolution authorizing the sale of the property through an upset bid process. Should the <br /> Board approve the offer for the sale of this property in this manner, a notice of sale will immediately <br /> be placed in a local paper and on the County's Purchasing web page. The notice shall contain a <br /> general description of the property, the amount and terms of the offer, and a notice that within ten <br /> (10) days any person may raise the bid by not less than ten percent (10%) of the first one thousand <br /> dollars, and five percent (5%) of the remainder. When a bid is raised, the bidder shall deposit <br /> with the County five percent (5%) of the increased bid, and the County shall re-advertise the offer <br /> at the increased bid amount for an additional ten (10) days. This procedure shall be repeated <br /> until no further qualifying upset bids are received, at which time the Board may accept the offer <br />
