15 <br /> Slide #13 <br /> Proposal for Orange County's Financial <br /> Incentives for CITEL America, Inc. <br /> Questions & Discussion <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> A motion was made by Commissioner McKee, seconded by Vice-Chair Fowler, to open <br /> the public hearing. <br /> VOTE: UNANIMOUS <br /> PUBLIC COMMENTS <br /> None. <br /> A motion was made by Vice-Chair Fowler, seconded by Commissioner McKee, to close <br /> the public hearing. <br /> VOTE: UNANIMOUS <br /> Commissioner Bedford asked about the sales tax implications for the sale of surge <br /> protectors. <br /> Patrick Coyle explained that sales tax would depend on the end user- if sold to an in-state <br /> end user there would be sales tax, but sales to resellers wouldn't collect sales tax until the final <br /> sale. <br /> Commissioner Carter spoke in favor of this proposed incentive agreement and what the <br /> company brings to Orange County. She said this is aligned with the County's strategic goals. <br /> Commissioner McKee said he is delighted to have this in front of the Board tonight. He <br /> said he's familiar with the building and was aware it had been vacant for a year. He complimented <br /> real estate agent Emilee Collins on finding this opportunity. He said the proposal is net positive <br /> from the get-go. <br /> A motion was made by Commissioner McKee, seconded by Vice-Chair Fowler, to approve <br /> the performance-based incentive agreement between Orange County and CITEL America, Inc., <br /> subject to final review by the County Attorney, authorize the Chair to sign the Performance <br />
